Eastenlave

A larger port town, Eastenlave was a primary source of naval force during the Sea Wars two centuries ago. Now, its society of athlans are outdone by Castille shipbuilding and terrorized by lycanthropes, the city has lost much of its glamour. Many freeman are out of work, quarreling over fishing territories just to feed their families. The vassals are scared to own and operate under the irritable Cadenell, who taxes heavily and throws business transgressors to the dogs. The lack of a guard causes citizens to form hunting parties and an unorganized militia. The Black Blood lingers heavily in the city, and many streets are closed off to isolate the diseased. These areas are miserable and the diseased wither and die with little intervention.

The only real thing the citizens can count on is the Church, but even the clergy have self-preservation as a major concern, and some clerics refuse to enter the areas of the diseased to help.
